（4）具有建筑工程施工總承包三級及其以上資質；
（5）具有安全生產許可證（有效期內）；
（6）擬派項目負責人具有建筑工程專業二級及其以上注冊建造師執業資格，具備有效的安全生產考核合格證書；
（7）專門面向中小企業。

(c)Specific qualification requirements for this program: (4) Possess the qualification of general contracting of construction projects at level 3 or above; (5) Possess the safety production permit (within validity period); (6) The person in charge of the project to be appointed shall have the qualification of registered constructor at level 2 or above in the specialty of civil engineering and a valid certificate of safety production assessment; (7) Exclusively open to small and medium-sized enterprises.
