Brief specification description or basic overview of the project: In order to further consolidate the achievements of the construction of urban environmental sanitation in Wanxiang Town, strengthen long-term management, and through procurement of third-party services, carry out road maintenance, rural domestic waste collection and secondary classification, waste collection of enterprises and institutions, maintenance of garbage houses and related landscape lighting maintenance other work.

(a)滿足《中華人民共和國政府采購法》第二十二條規定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：1）強制采購節能產品政策：強制采購在國家公布的節能清單中以“★”標注的品目。2）鼓勵節能政策：在技術、服務等指標同等條件下，優先采購屬于國家公布的節能清單中產品。3）鼓勵環保政策：在性能、技術、服務等指標同等條件下，優先采購國家公布的環保產品清單中的產品。4）本項目不接受進口產品。
(b)Qualification requirements to be met to implement government procurement policies: 1) Mandatory procurement policy for energy-saving products: Mandatory procurement of items marked with "★" on the national published energy-saving list.2) Policy to encourage energy conservation: In the event of equal conditions in terms of technical and service indicators, priority should be given to the procurement of products included in the national energy-saving list.
3) Policy to encourage environmental protection: In the event of equal conditions in terms of performance, technical and service indicators, priority should be given to the of products included in the national published environmental protection product list.
4) This project does not accept imported products.

(c)Specific qualification requirements for this program: 3. Suppliers that meet the requirements of Article 17 of the Guiding Opinions on Docking with International High-Standard Economic and Trade and Promoting the Reform of Government Procurement in Pilot Zones (Shangcaiacp [2024] No. 12) are not to participate in the procurement activities of this project.
4. This project is open to the procurement of small and medium-sized enterprises (including medium-sized, small, and enterprises, hereinafter referred to as SMEs).
5. This project does not accept joint bids.
