3.項目概況 | Project Overview:
為滿足非洲市場當前及未來數年的戰略發展需求，中國聯通計劃在尼日利亞拉各斯新建一個POP節點。本次采購擬租賃一個8KW標準機柜，以及相鄰的一個可容納8KW機柜的空地（空地需具備機柜及配套設施一體化安裝的條件）。
To support the strategic development needs of the African market for the current and upcoming years, China Unicom plans to establish a new POP node in Lagos, Nigeria. This procurement intends to lease one 8KW standard cabinet and an adjacent open space capable of accommodating another 8KW cabinet (The open space must be ready for the integrated installation of the cabinet and its supporting facilities.).
4.合同期限 | Contract Period:
總合同期限為3年。合同期內租金固定，不得漲價。合同采用“1+1+1”模式，逐年續簽。
The total contract period is 3 years, during which the rental price shall remain fixed with no price increase permitted. The contract follows a “1+1+1” model and is renewed annually .
5.最高投標限價 | Maximum Bid Price:
本項目設置最高投標限價。三年合同期內的含稅總價最高不得超過36.4萬美元。
A maximum bid price is set for this project. The total inclusive price for the three-year contract period shall not exceed USD 364,000.
二、 資格要求 | Qualification Requirements
1.合法注冊 | Legal Registration:
在全球任意地區****
Must be an independent legal person or other organization legally registered in any region of the world. Must provide valid legal registration documents, including but not limited to: Certificate of Incorporation, Tax Registration Certificate, Bank Account Confirmation Letter, and other documents proving the company's business scope and qualifications.
2.財務憑證 | Financial Invoices:
承諾可提供符合點擊登錄查看財務要求的有效發票或收據。
Undertake to provide valid invoices or receipts that meet the financial requirements of China Unicom Global Co., Ltd.
3.法律糾紛 | Legal Disputes:
在近3年內，作為當事人的訴訟及仲裁案件不超過3項（含3項）。
No more than 3 (inclusive) lawsuits or arbitrations as a party in the recent 3 years.
4.商業信譽 | Business Reputation:
承諾具有良好的銀行資信、商業信譽和較強的綜合實力，能夠滿足招標人的要求。目前未處于被責令停業、財產被接管或凍結、破產狀態。
Undertake to have good bank credit standing, commercial reputation, and strong comprehensive strength to meet the tenderee's requirements. Must not be in a state of being ordered to suspend operations, having assets taken over or frozen, or bankruptcy.
5.關聯關系 | Conflict of Interest:
承諾不存在與其他投標人公司負責人為同一人，或存在控股、管理關系的情況，并同時參與本項目。
Undertake that there is no other bidder participating in this project with the same legal representative, or with whom there is a holding or management relationship.
6.供應商黑名單 | Supplier Blacklist:
承諾未處于中國聯通供應商黑名單的禁入期限內。
Undertake not to be within the prohibited period of China Unicom's supplier blacklist.
7.合同簽署主體 | Contract Signing Entity:
供應商需具備以“總包”方式開展業務所需的資質，即能夠與中國聯通南非運營有限公司 (China Unicom South Africa Operations Co., Ltd.) 簽署相關合同并提供相應的本地服務。
The supplier must have the qualifications required for the "turnkey" or "package" business model, meaning it must be able to sign the relevant contract with China Unicom South Africa Operations Co., Ltd. and provide the corresponding local services.
8.聯合體投標 | Consortium Bidding:
本項目不接受聯合體投標。
Consortium bidding is not accepted for this project.
9.“1美元協議” | "1 USD Agreement":
供應商需承諾接受并簽署由中國聯通出具的“1美元協議”（詳見招標文件附件），以支持中國聯通在當地合法合規地開展業務運行。
The supplier must undertake to accept and sign the "1 USD Agreement" issued by China Unicom (See the attachment to the tender documents for details.) to support China Unicom's legal and compliant business operations locally.
10.機房中立性 | Data Center Neutrality:
機房必須為中立機房。中立性指中國聯通有權向除機房運營商以外的供應商采購傳輸線路并接入。如當地法律另有規定，則遵循當地法律。
The data center must be neutral. "Neutral" means China Unicom has the right to purchase transmission lines from suppliers other than the data center operator and have them connected. If local laws stipulate otherwise, the local laws shall prevail.
11.主流運營商接入 | Access to Major Operators:
機房必須已入駐尼日利亞本地主流運營商。
The data center must already have accommodated major local operators in Nigeria.
12.海纜接入 | Submarine Cable Connectivity:
機房必須已接入NCSCS海纜系統。
The data center must be connected to the NCSCS submarine cable system.
13.機房等級與認證 | Data Center Tier Certification:
機房需為Tier III及以上標準（須提供有效認證證書），并至少通過ISO 9001質量管理體系認證。
The data center must meet the Tier III standard or above (a valid certification must be provided) and must have obtained at least the ISO 9001 certification.
14.運維保障 | Operation Maintenance:
機房必須提供7x24小時的監控和現場維護人員。
The data center must provide 24/7 monitoring and on-site maintenance personnel.
15.電力保障 | Power Supply:
機房須為機柜提供1+1主備雙路供電。
The data center must provide 1+1 primary and backup dual power feeds to the cabinet.
16.流程文檔 | Procedural Documentation:
供應商需提供商務、交付及故障升級流程列表。
The supplier shall provide a list of procedures for business, delivery, and fault escalation.
17.清關協助 | Customs Clearance Assistance:
供應商需同意利用其自身資質協助招標人進行設備清關。
The supplier must agree to utilize its own qualifications to assist the tenderee with equipment customs clearance.
三、 資格審查方式 | Qualification Review Method
本項目采用資格后審方式。資格審查標準和內容詳見招標文件第三章“評標辦法”。凡未通過資格后審的投標人，其投標文件將被否決。
This project adopts the post-qualification review method. The standards and contents of the qualification review are detailed in Chapter III "Bid Evaluation Method" of the tender documents. Any bidder failing the post-qualification review will have its bid rejected.
四、 招標文件的獲取 | Obtaining Tender Documents

From March 18, 2026, to March 25, 2026 (Deadline: 24:00 South African Time).
2.獲取方式 | Method:
通過郵件發送報名申請至 ****@chinaunicom.cn 進行報名。郵件主題請注明“【報名】2026年尼日利亞POP點機柜租賃項目+公司名稱”。報名成功后，招標文件將通過郵件發送至報名登記郵箱。
To register, please send an email to ****@chinaunicom.cn. The email subject should be: "【Registration】2026 Nigeria POP Cabinet Leasing Project + [Your Company Name]". Upon successful registration, the tender documents will be sent to the registered email address.
五、 投標文件的遞交 | Submission of Bids

電子投標文件請于截止時間前發送至指定聯系人郵箱（詳見第六條）。逾期送達的投標文件將被拒絕。
