簡要規(guī)格描述或項目基本概況介紹、用途：為確保浦東新區(qū)特種設備安全可控，保障人民群眾生命和財產(chǎn)安全，營造良好營商環(huán)境，緩解轄區(qū)“人機不匹配”矛盾，擬通過引入社會力量的方式，在浦東新區(qū)市場監(jiān)督管理局特檢部門的質(zhì)量體系的框架下，配合、協(xié)助完成區(qū)級層面特種設備檢驗任務
Brief specification description or basic overview of the project: In order to ensure the safety and controllability of special equipment in Pudong New Area, ensure the safety of people's lives and property, create a good business environment, and alleviate the contradiction of "man-machine mismatch" in the jurisdiction, it is planned to cooperate and assist in the inspection of special equipment at the district level under the framework of the quality system of the special inspection department of Pudong New Area Market Supervision Administration.

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：（1）本項目（□是◆不是）專門面向中小企業(yè)采購，評審時小型和微型企業(yè)產(chǎn)品享受10%的價格扣除優(yōu)惠；
（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)
(b)Qualification requirements to be met to implement government procurement policies: (1) This project (□ Yes ◆ No) is specially purchased for small and medium-sized enterprises, and the products of small and micro enterprises enjoy 10% price deduction during the review;
(2) Support welfare units for the disabled and treat them as small and micro enterprises.
(c)本項目的特定資格要求：（1） 未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單；
（2） 須系我國境內(nèi)依法設立的法人或非法人組織；
（3） 本項目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program: (1) It has not been included in the record list of untrustworthy executors, major tax illegal and untrustworthy subjects and serious illegal and untrustworthy behaviors of government procurement by "Credit China" (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn);
(2) It must be a legal person or an unincorporated organization established in China according to law;
(3) Subcontracting is not allowed for this project.
